点评：We first went to Cavinti, the actual location of the falls. But since it was drizzling rain and slippery, we did not dare use the stairs down to the falls, which would take about 20 minutes one way.
We then went to the next town to take a boat for the three of us, which cost 1500php per head.
The admin and the tour guides strongly stressed the importance of leaving a generous tip by the end of the tour.
On the first stop, there was a mini-store. They asked us if we wanted to give the boatmen a free lunch, and we said yes. It was a 400php lunch treat for the two guides. At the end of the trip, we gave another 600php to the two boatmen
The person who assisted us at the admin’s office claimed he would watch for our vehicle while we were touring, so he was expecting a tip as well. We paid 4500php for the tour; even the admin assistant wanted a tip for watching our car. Did he expect us to park our car on the roof?
It was indeed hard work going upstream, but begging for tips seems to degrade the quality and integrity of the service. Most foreman construction workers in the Philippines are paid 800php per day. The 1000php total tip seemed unappreciated. We only toured for less than three hours, and they obliged us to tip more than expected.
I hope Pagsanjan Tourism will pay attention to the feedback of the tourists. This lousy culture of force tipping would give the Philippines a bad image.
