There's a lot of stairs to climb. You can avoid about half of them either by coming by car or going inside the Zaisan Hill Complex, taking the elevator to the 7th floor and walking to the other end of the floor for the glass bridge, which leads you to the same parking lot where you would come by car. Anyhow, there's still a lot of stairs remaining. If you want to climb them all, the staircase starts at the left side of the Zaisan Hill Complex.
I walked there from the Bogd Khan Palace Museum (20 minutes to the bottom of the stairs) and took bus Ч:52 to get back to Sukhbaatar Square (cost 1000 MNT). Even though Google adviced that the bus would come frequently, it took half an hour before it came, so it would have been faster to walk to a bus stop closer to the city with more buses.
