I do believe the fee is access to the whole national park for the day. I pay £11 in the UK for 3 hours in Sherwood Forest!
Anyway, this is a well maintained and pleasant walk through a forest and along a river. Just over 5 miles return to the waterfall (2.5 miles each way). About 2 hours of walking. You ascend/descend 325 feet in total, with most of that in the final 1/3rd approaching the waterfall.
The terrain is fine all the way, with boardwalks and steps making it pleasant when necessary. We took the pontoon route, and it was good fun to haul on the rope to cross to the far bank and continue.
