The boardwalk isn't a boardwalk like I understand one, but it opens up the Cloud 9 beach and the pier out to the tower. It is nice, it is scenic, and yes its rocky, but that is clear if you know anything about the area.
The beachfront vendors do ask for you to buy this or that, or rent this or that, but I didn't find any of them overly pushy or annoying. A little beachfront community and has a charm that I enjoyed, but apparently isn't for everyone.
This isn't an island for swimming, and it is done and you can bob in the water, but people are there for the surfing and vibe. I enjoyed it.
My wife and I walked you as it is shallow for quite far and the rocks and sea were fascinating and was worth the 100 pesos and more.
