Some areas are for the local people - where lots of fresh fruit and vegetables are brought in by farmers to supply Nuku'alofa, some are for tourists where the handicrafts are sold, and some areas are for both groups like the clothing areas, where lots of colourful island shirts are sold. At times, that seemed to be the only clothing available (!), but more is available if you look, and more again, if you ask.
It's not picturesque, and the Tongans are a polite people, so the frenzy of some countries markets just is not on the table here, and that might count for some peoples disappointment.
Bargaining is not required - it is not the custom, although the seller may offer a discount if you are buying multiple items. I averaged about 20% off, after descending upon a handicraft stall and buying multiple items, due to the inability to choose what I wanted most! There are restrictions on bringing coral - which many necklaces are made from - into many countries though, so choose carefully.
It's the main market for Nuku'alofa, and the busiest on the quiet island of Tongatapu, where tourists are not as common as on some other South Pacific islands. Don't rush, have a browse, and don't go past the tropical fruit. I got a rugby ball sized papaya for about NZ$5.
A lot of the stalls sell similar items, so stroll around, here and there. The sellers seem to be in fairly friendly competition - one sent me to a friend's stall when he didn't have the shirt I wanted, and the friend returned the favour with another customer.
