点评:We joined the lottery, one month before our intended visit date, and fortunately were able to get (free) tickets that gave us access to the observation deck just a floor above where the auction is held. From the deck, you can hear and feel the lively auction. There is a volunteer guide who will answer all your questions about the auction, including who the buyers are, how much a kilo of tuna costs at the market, the biggest tuna auctioned, etc. It takes less than 30 minutes for the entire auction to be completed.
Those who did not get tickets are only allowed at the enclosed observation windows, about two floors above the auction floor. You cannot hear the auction from here, so it's worth signing up for the lottery.
We had to take a cab to get to the fish market early (5:30 am) because there were no trains yet at the time.
Outside the building, there is a rooftop garden, where you can see Tokyo Bay and even Mt Fuji. It was a pleasant surprise for us that you could actually see Fuji from here.
