You cannot drive or walk into the scenic area, but there is a tourist centre just beside the road entrance where you must buy a ticket with the options of either a horse cart ride around the city ruins for 100RMB or a electric tour buggy car for 70RMB (adult pricing).
The site itself is so cool, and to be able to stand there on-top of the walls to see the scale of the city makes you truly awe at the amount of determination the city had to have had a city here in such harsh conditions.
You are only driven to two locations, the south-western city walls and the temple site, you are then let off to walk a selective area.
You aren't able to actually explore the city, but only two spots. Feels a bit underwealming in that sense but understandably for conservation of the site.
