Strange and aggressive 'dog' and 'owner'

点评：Nice promenade, but I was shaken up to be confronted by a very aggressive dog owner/ mother. As I have nervousness of dogs, I went over the steps of the wall, from the promenade to the car park (just outside Iceland etc).
This maniac, who also had the dog running around the car park, had a small child with her aged around 3-4. The child was wandering towards the water which was in, yet this woman screamed abuse at me that I should 'control myself'.
It was a moment of pure wtf, I quietly go away and this demented creature ignored her child and was hopping up at the wall to shout as we walked to our car. Thankfully, another couple alerted her to the child and the tirade ended. I didn't know it was possible to cause such offence as to go away from the prom, while the dog ran off it? Puzzling as to what this person was trying to achieve, with the wildness and general Jeremy Kyle style audition she performed.
Not what one expects as a tourist looking over to Liverpool - very off and odd behaviour, and due to the fact the incident occurred there I worry about safety. Out of control dog, out of composure 'owner' and vulnerable animal and child. My pointing out her dog was in danger with so many cars is 'an attitude'. Perhaps there are lots of bars along the prom, shame I didn't get to see it.
Perhaps Wirral Council can advise people what to expect, is there any dog/ violence control?

作为一名前往利物浦的游客，我完全没想到这里竟然有如此古怪的行为——非常古怪，而且由于事件发生在那里，我担心安全问题。狗狗失控，主人也失控，动物和孩子都处于危险之中。我指出她的狗狗因为车辆太多而处于危险之中，这本身就是“一种态度”。或许海滨长廊沿线有很多酒吧，可惜我没能看到。
或许威勒尔市议会可以告知大家可能会遇到的情况，那里有狗狗/暴力控制措施吗？
