Formal Complaint Regarding Abuse of Authority by the Head of Security at Morocco Mall

I hereby submit this formal complaint concerning an incident that occurred on December 5th, 2025, at Morocco Mall in Casablanca. During my visit, I was subjected to unjustified and unlawful behavior by the Head of Security of the mall.
While exiting the mall, I was using a Marjane shopping cart to transport my purchased items toward the exit—a normal and commonly accepted practice, with no posted rules or internal regulations indicating that such use is prohibited. Despite this, the Head of Security stopped me, restricted my freedom of movement, and prevented me from walking normally through the commercial area without any legal justification.
The manner in which I was addressed was disrespectful and humiliating, and this incident took place in public view. My wife, who is a foreign national, was present and witnessed the entire event. The behavior we experienced caused us significant embarrassment and emotional distress, particularly as my wife, being unfamiliar with such conduct, was shocked by the unprofessional and inappropriate attitude displayed.
This action constitutes a clear abuse of authority and an overstepping of the legal powers granted to private security personnel. It also violates the provisions of Law No. 27-06, which regulates the private security profession in Morocco and prohibits security agents from intervening beyond their authorized scope. Moreover, such behavior harms the reputation of commercial establishments in Morocco, especially in the presence of international visitors.
In light of the above, I respectfully request that an investigation be opened into this incident and that appropriate legal measures be taken. I seek protection of my rights and dignity as a citizen and assurance that such conduct will not be repeated.
