Firstly check the cruise ship timetables and avoid those days or the queues for the cable car will be horrific.
Secondly, book your ONE WAY tickets online to avoid the queues - there is a QR code on the signs outside, buy your tickets online and skip the queues and go straight to the barrier (even better book them before you go down there).
Make sure you only buy ONE WAY as when you reach the top it's just a short walk to the toboggan... buy your ticket at the little booth, I think it was 35 EUR for 2 people and there was no queue. It is actually pretty terrifying hurtling down the tarmac streets as the risk of hurtling into concrete walls on every corner seems very real! Don't worry too much about taking photos, enjoy the experience... there is a photographer stationed half-way down who will take nicely posed photos of you on the toboggan.
After the toboggan ride finishes there you can buy the photos - note although they show the printed photos in folders, you actually get a QR Code to scan of the original photo too, so 10 EUR for a once-in-a-lifetime photo is not that bad and you don't have to worry about it getting damaged. Just make sure you scan and download the photo asap after buying it!
From the end of the toboggan run don't bother with the taxis or buses as it is an easy 1 mile walk downhill into Funchal.
