You would likely spend only 30-60 minutes here, and it takes about 90 minutes to get there from Sultanahtmet district as the traffic is so congested. For a fortress that took just 4 months to construct it's taking a very long time to refurbish. If you only have a short time in Istanbul then the Rumeli Fortress is skippable and you won't miss much. If you have some more free time and enjoy seeing the different districts and people watching on public transport then it's worth a visit.
