Known as Plaza Mayor during the Spanish colonial era where public events and bullfights were held, then converted to a garden in 1797. The named changed to Plaza McKinley in 1901 when the US occupied the country, the Japanese named it Plaza Malaki from 1942 - 1944 and after their defeat it revered to Plaza McKinley. It received its current name in 1960 after the elevation of the first Philippine cardinal, Archbishop Rufino Santos. A monument with statue of King Charles IV of Spain atop stands in a fountain in the centre of the Plaza. It was erected in 1824 in gratitude to him for sending the first batch of smallpox vaccine to the then Spanish colony. It was removed in 1972 and restored to its current location in 1981.
