Access is limited. In order to see the falls from above and also to access the trail to the bottom, one must go over some rocks to go around the construction area. There are no barriers or warnings to not do that (at least when I was there); only warnings to not enter the construction area. Therefore, it is still possible to see the falls, unless you are handicapped. If you are, then you will have to wait for the construction to be done before it is possible for you to see the full length of the falls. Also, the restrooms are under construction. The closest restrooms from Salt Creek Falls is at Princess Creek Campground, a few miles south along highway 58.
So, it would be best to check ahead and see if the construction is completed. If it is, this falls is easily accessible for all.
