Don't tell anyone, but I dodged around the sign and walked partway along the path anyway. It starts out easy, with a level concrete surface and strong railings, but quickly changes to a very narrow and uneven surface. You need to place your feet carefully. Definitely not for people with mobility issues.
I walked the path for about 20 minutes and did not see any obvious sign of storm damage. There are decent views down to the beach, and it's interesting to pass very close to the fancy houses on the cliffs. However, the path became narrower and more uneven as I went along, almost overgrown in some places. I eventually decided it was too sketchy and returned to the start.
I hope the town fixes the path again. But I would understand if the town's lawyers have serious reservations about promoting this path. It just screams "liability issues!" Use it at your own risk.
