If arriving in the dark, not obvious that you have to pay for parking. Poorly lit. No barriers. Surprise fine.

点评：I recently had a bad parking experience at your shopping centre. Early on the evening of 23rd November, I entered the parking area to use the Mcdonalds drive-through. The lane was very busy and so I pulled into a bay and went inside to order.
I haven't heard of many Mcdonalds charging for parking, which is why I was so baffled upon receiving a parking fine from Horizon.
There were no physical barriers to entry or exit and so I was not asked for any money at the time. In addition, the car park ( area adjacent to Mcdonalds) is very poorly lit and so any signage that may have been there was in no way obvious.
The combination of the following
a) unusual practice of car parking charges at a Mcdonalds site,
b) no physical barriers to entrance or exit (which would have implied a required payment), and
c) an unlit car park, rendering any relevant signage unnoticeable,
have resulted in a fine being presented to me, which I am very unhappy to pay.
Not only that, in response to my appeal, Horizon claims to have 'carefully considered' my appeal, whilst failing to acknowledge a single issue that I raised. The company operating your parking is, at best, incompetent in their procedures of ensuring fairness.
