To avoid making a scene, I just paid the $30. We followed route 190 and drove through Death Valley without stopping anywhere.
In my opinion, every visitor center I have visited has never charged for using the restroom. There is no sign or staff in front of the restrooms to inform visitors to pay prior to using the restrooms. If that is the case, people would probably pee or poop off the side of the road to avoid using any of the facilities.
To me this was just a pressure tactic to get money from me. This was my first time at Death Valley and probably the last time I will travel there. As nice as the scenery was, I just wanted to get out of Death Valley since the staff left a bad impression just thinking of Death Valley.
In the end, this was definitely the most expensive restroom break I have ever experienced.
As a side note, Sequoia National Park was definitely worth the visit and the entrance fee. In addition, I was happy to make a separate donation to the park.
